Legislative District Party Canvass

of the 86th House District of the Republican Party of Virginia

As Chairman of the 86th House District Committee of the Republican Party (the "Committee"), and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Shane Murphy, do hereby issue this call for a Legislative District Party Canvass (the "Canvass") to be held at Herndon Middle School, 901 Locust Street, Herndon, VA 20170, from 4:00 p.m. until 8:30 p.m. local time on Tuesday, June 6, 2017, for the purpose of nominating a Republican candidate for the office of Delegate from the 86th House District, to be voted for in the general election on November 7, 2017 (the "2017 General Election").

Qualifications of Candidates

Any person who is a duly registered voter under the laws of the Commonwealth of Virginia, as of the date of filing, regardless of race, religion, national origin or sex, and who certifies in writing that he or she is in accord with the principles of the Republican Party and intends to support its nominees for public office in the 2017 General Election, may file as a candidate for Delegate from the 86th House District. In order to be certified for the Canvass ballot, candidates must meet all requirements established by the Canvass rules.

Candidate Filing Requirements

Any person seeking election as the Republican nominee for election to the office of Delegate from the 86th House District must submit to the Committee, in care of the Fairfax County Republican Committee, 4246 Chain Bridge Rd., Fairfax, Virginia 22030: (i) a completed and signed Official Filing Form, along with a non-refundable filing fee of $700.00, paid by valid check or money order made payable to the Fairfax County Republican Committee, and (ii) a Petition of Qualified Voters, using Form SBE-506/521, containing the signatures of a least 125 qualified voters residing in the 86th House District. Office hours of the Fairfax County Republican Committee are 10 a.m. to 5 p.m., Monday through Friday. The Official Filing Form and the filing fee must be received not later than Tuesday, May 9th, 2017, at 5:00 pm. Actual receipt is required. Postmarks will not govern. Incomplete or modified filing forms, and/or filing forms accompanied by an invalid check, will be returned, and the individual will be deemed to have not filed for candidacy. The Official Filing Form can be downloaded from the Republican Party of Virginia website, www.rpv.org, the website of the Fairfax County Republican Committee, www.fairfaxgop.org., or the website of the Loudoun County Republican Committee www.loudoungop.com.

The Canvass will be cancelled if no qualified person files by the May 9, 2017, deadline. Additionally, if only one person properly files for candidacy by the May 9, 2017, deadline and is determined to be qualified, then that person is deemed to be nominated and the Canvass will not be held.

Qualifications for Participation

  1. All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.

  1. A voter who, subsequent to making a statement of intent, publicly supports a candidate in opposition to a Republican nominee shall not be qualified for participation in party actions as defined in Article I of the State Party Plan for a period of four (4) years.

  1. Paragraphs 4 and 5 shall cease having any effect at such time as the Election Laws of the Commonwealth of Virginia shall provide for party registration, at which time only those registered as Republicans may be deemed to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee.

  1. In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party with in the last five years.

  1. A single exception to Paragraph 4 shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception identified in this paragraph thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a period of 5 years.

Registration Fee

There will be no registration fee to participate in this canvass.

Committees

Chairmen of the Rules, Nominations, and Tellers Committees shall be appointed by the Chairman. These committee chairmen will appoint the members of their respective committees at their own discretion. The committees will meet prior to the canvass on the call of their respective appointed chairmen.

The canvass will be governed by (giving precedence as listed): the Republican Party of Virginia Party Plan, the Call of the Canvass, and the Rules adopted by the Committee.

Pursuant to Article VIII(A)(2) of the Republican Party of Virginia Party Plan, by a two-thirds vote of the Committee, this call shall not be published in a newspaper of general circulation in Fairfax County.
