Mike Chapman was elected Sheriff of Loudoun County, VA, in 2011 and took office in January 2012. He was reelected in 2015 and again in 2019. He began his third term in January 2020. He directs a $115M budget and operations for the largest Sheriff’s office in the Commonwealth of Virginia, which handles county-wide law enforcement, the jail, and the courts. The Sheriff’s Office employs over 800 individuals: 600 sworn deputies and 200 civilian personnel. The Loudoun County Sheriff’s Office serves a population of more than 440,000 and an area of 519 square miles. During his terms, Sheriff Chapman expanded the Drug Abuse Resistance Education (DARE) to include both Elementary and Middle Schools, established a Cold Case Unit, enhanced media outreach through integrated technology and proactive social media, introduced online reporting, streamlined the Human Resources and hiring processes; and, through his Step-Up initiative, improved service, technology, efficiency, and professionalism.

Sheriff Chapman also initiated a county-wide internet safety training program for parents; added prescription drug awareness with assistance from the Drug Enforcement Administration (DEA); partnered with county schools for the “No-Texting and Driving” campaign, and initiated basic and advanced Crisis Intervention Team (CIT) Training for deputies and dispatchers. With numerous stakeholders, he formed the Heroin Operations Team (HOT) in response to the rapidly growing national and local heroin and opioid problem. HOT addresses drug abuse through targeted enforcement, education, training, prevention, and treatment. Sheriff Chapman partnered with the Loudoun County Public Schools to launch the Safe2Talk App. This downloadable app allows students, parents, teachers, and residents to anonymously report safety concerns in our schools, including suspicious or threatening social media activity. Sheriff Chapman also implemented a unique program that assists newly released inmates from the Loudoun County Adult Detention Center in obtaining employment with local businesses to reduce recidivism.

Sheriff Chapman has graduated or is certified by many professional leadership organizations, including the FBI National Executive Institute (NEI), the FBI Law Enforcement Executive Michael L. Chapman, Loudoun County Sheriff Development Association (LEEDA), the US Army War College – National Security and Strategy Seminar (Certificate of Leadership Development), the National Sheriffs’ Institute, the Virginia Sheriffs’ Institute, and the Virginia Department of Criminal Justice Services’ Executive program. In 2022, Sheriff Chapman was selected as Virginia Sheriffs Association Board of Directors Region VI Director and was appointed by Virginia Governor Glenn Youngkin to the Department of Criminal Justice Services Board (The Governor only selected two Sheriff’s from the Commonwealth). Additionally, in 2022, Sheriff Chapman was voted “Best Public Servant” by the Loudoun Times Mirror and “Favorite Public Servant” by Loudoun Now, both are local newspapers for the Northern Virginia region.

Sheriff Chapman has contributed to and has been published in professional periodicals and provided numerous articles and editorials for local publications. Sheriff Chapman formerly worked for the Howard County Maryland Police Department in Patrol, SWAT, and Criminal Investigations. He became a special agent for the Drug Enforcement Agency (DEA) and subsequently directed all operations throughout the Far East. He also served as the Assistant Special Agent in Charge in San Francisco, CA; as DEA’s Chief of Public Affairs; as the Country Attaché for Seoul, Korea; as a Supervisor in McAllen, Texas; and in field assignments in Miami, Tampa, and Pakistan. Sheriff Chapman worked as a Subject Matter Expert on the Global Security/Law Enforcement team in the private sector with Booz Allen and Hamilton. Sheriff Chapman is married to the former Ann Rafferty, and they have six children and ten grandchildren. He has a Bachelor of Science in Business Management from the University of Maryland and a Master’s in Public Administration from Troy State University, Alabama.

In 2022, Sheriff Chapman was voted "Best Public Servant" by the Loudoun-Times Mirror and "Favorite Public Servant" by Loudoun Now. This year, Sheriff Chapman is the recipient of the 2023 National Sheriffs' Association "Sheriff of the Year" award.
