DESCRIPTION:OFFICIAL CALL FOR ELECTIONS \nRublican Party of Virginia\nIssued November 9\, 2024 \nAs Chairman of the 32nd State Senate Legislative District Committee of the Republican Party of\nVirginia and pursuant to the State Party Plan of Organization\, I\, Robert G. Landrum\, do hereby\nissue this call for a Party Canvass or “Firehouse Primary” to be held concurrently at Cascades\nOverlook Event Center\, 21453 Epicerie Plaza\, Sterling\, Virginia 20164 and Guidepost\nMontessori of Aldie\, 24328 Marrwood Drive\, Aldie\, Virginia 20105\, starting at 10:00 AM local\ntime and ending at 4:00 PM local time on Saturday\, November 16\, 2024 for the purpose of\nnominating a Republican candidate for the office of State Senate from the 32nd District of\nVirginia. \nRepublican voters residing in the district are eligible to participate in this nomination process.\nQualifications for Participation \nAll legal and qualified voters of the 32nd State Senate District of Virginia\, under the laws of the\nCommonwealth of Virginia\, regardless of race\, religion\, national origin or sex\, who are in accord\nwith the principles of the Republican Party and who\, if requested\, express in open meeting –\neither orally or in writing as may be required – their intent to support all of its nominees for\npublic office in the ensuing election\, may participate as members of the Republican Party of\nVirginia in this party canvass encompassing the district. Voters will be required to present a valid\nphotographic identification as defined by the Virginia Department of Elections. No voter who\nrefuses to present such identification or sign such certification shall be permitted to vote. There\nwill be no registration fee for voters to participate in this Canvass. \nCandidate Filing Requirements\n1. Applicants for nomination shall file a written statement on the form attached hereto (“Official\nCandidate Filing Form”)\, including signature to the statement of intent and pledge to support\nRepublican candidates\, mailed or in person\, by appointment\, to Robert G. Landrum\, Chairman\,\n32nd State Senate Legislative District Committee of the Republican Party of Virginia\, 23742\nFarmington Hills Court\, Aldie\, Virginia 20105\, which must be received by 6:00 PM local time on\nWednesday\, November 13\, 2024. Postmarks shall not govern.\n2. Pay the sum of $100.00 by check\, made out to the Loudoun County Republican Committee\,\nmailed or in person\, by appointment\, to Robert G. Ballot order will be determined by lot.\n2. The winner of a tie will be determined by lot.\n3. There will be no write-in votes\, absentee ballots\, or proxy votes allowed.\n4. The deadline for prefiling as a candidate for Conven<on delegate shall not be earlier than February 1\, 2024.\nMilitary Member Provisions\nAny Military Member who is otherwise qualified under Ar<cle I to par<cipate in Republican Party ac<ons\nand who complies with the procedures set forth in the Official Call of their Unit Mass Mee<ng\,\nConven<on\, or Party Canvass and who produce valid military iden<fica<on or other proof of ac<ve-duty\nstatus shall be cer<fied as a delegate and shall not be required to be elected as a delegate. Delegates\ncer<fied in this manner shall count towards each unit’s maximum number of delegates.\nMilitary Member Delegates who are unable to aBend the conven<on in person due to obliga<ons of\ntheir official military orders\, shall have their votes cast within their unit delega<on according to\ncandidate preference ballots. A single exception to this rule shall be approved for a voter\nthat renounces affiliation with any other party in writing\, and who expresses in writing that he/she\nis in accord with the principles of the Republican Party and intends\, at the time of the writing\, to\nsupport the nominees of the Republican Party in the future.\n2\nAny voter who\, subsequent to making a statement of intent\, publicly supports a candidate in\nopposition to a Republican nominee is not qualified to participate as a member of the Republican\nParty of Virginia in its mass meetings\, party canvasses\, conventions\, or primaries for a period of\nfour years.\nComposition of Convention\nThe District Convention shall be composed of delegates and alternate delegates of the respective\nunits they represent. Representation shall be based on the total number of Republican votes cast in\neach county and city in the last gubernatorial and presidential election combined. Each unit\ndelegation’s voting strength shall equal one (1) Delegate Vote for each two hundred fifty (250)\nvotes cast or major portion thereof for the Republican candidate in the most recent elections for\nPresident and Governor. Each unit shall be entitled to at least one (1) Delegate Vote. Each unit’s\nmaximum number of delegates is a number five (5) times its respective Delegate Vote. The delegates present and voting at the Convention shall cast the\nfull vote of the Unit delegation with proportionate weight given to majority and minority vote.\nMilitary Members as Delegates\nAny Military Member (any members of the Virginia National Guard\, or the United States Armed\nForces\, Merchant Marine\, or Coast Guard currently serving on active duty) who complies with\nthese filing requirements (i.e.\, qualified under Article I to participate in Republican Party actions\nand who complies with the procedures set forth in the Official Call of their Unit process)\, and who\nproduces valid military identification or other proof of active-duty status\, shall not be required to\nbe elected\, but shall be declared a delegate pursuant to Article VIII\, Section H. of the Plan of\nOrganization of the Republican Party of Virginia. Delegates certified in this manner shall count\ntowards each unit’s maximum number of delegates.\n3\nMilitary Member Delegates who are unable to attend the convention in person due to obligations\nof their official military orders\, shall have their votes cast within their unit delegation according to\ncandidate preference ballots. Candidate preference ballots shall list the Military Member’s rank\norder preference among candidates. Their votes shall be cast for the highest ranked choice\ncandidate who remains eligible to receive a vote in a particular round of voting.\nCandidate preference ballots shall be made available by the District Chairman or designee at least\ntwenty days prior to the convention (by 5:00 PM on Saturday\, April 6\, 2024). Ballots must be\nreturned to the District Chairman or his designee no later than 5:00 PM on Tuesday\, April 23\,\n2024. The Chairman or designee shall cause the ballots received to be certified to the credentials\ncommittee to be tabulated with each unit’s votes.\nRegistration of Delegates\nRegistration of delegates shall begin at 8:30 AM and shall conclude at 10:30 AM. Scott Pio\, do hereby issue this call for a Canvass to be held at the 10th Congressional District Republican Committee Headquarters\, 20098 Ashbrook Place\, Suite 150\, Ashburn\, VA 20148\, or an alternate site\, between 10:00 AM and 2:00 PM on Saturday\, March 16th\, 2024\, for the following purposes: \n\nTo elect a Loudoun County Republican Committee\n\nB.) To elect up to 342 precinct members\, and up to 102 at-large members of the Loudoun County Republican Committee. \n\nTo elect Delegates and/or Alternate Delegates to the 10th Congressional District Republican Convention (the number of which are stated in the Convention Call issued by the 10th Congressional District Republican Committee) to be held on Saturday\, April 27\, 2024 at John Champe High School located at 41535 Sacred Mountain Street\, Aldie\, VA 20105 or alternative site for the purposes of electing a District Chairman\, an Elector\, and three members of the State Central Committee.\nTo elect Delegates and/or Alternate Delegates to the Republican Party of Virginia (RPV) Convention (the number of which are stated in the Convention Call issued by the RPV) to be held on Friday\, May 31 and Saturday\, June 1\, 2024 at the Hampton Roads Convention Center located at 1610 Coliseum Drive\, Hampton\, VA 23666 for the purposes of electing two Electors At-Large and nominating a National Committeeman and National Committeewoman. As only one candidate filed for RPV Chairman\, no vote for that position will occur at the RPV Convention.\n\nE.) And for the transaction of such other business as may properly be conducted during the Canvass. There shall be no resolutions brought to the Loudoun County Republican Committee Canvass. \nQualifications for Participation\nAll legal and qualified voters of Loudoun County under the laws of the Commonwealth of Virginia\, regardless of race\, religion\, national origin or sex\, who are in accord with the principles of the Republican Party and who\, if requested\, express in open meeting either orally or in writing as may be required\, their intent to support all of its nominees for public office in the ensuing election\, may participate as members of the Republican Party of Virginia in this Canvass\, subject to the provisions in Article I of the Plan of Organization. \nIn addition to the foregoing\, to be in accord with the principles of the Republican Party\, unless otherwise stipulated by the appropriate Official Committee\, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years.  The exception to this rule shall be approved for a voter that renounces affiliation with any other party in writing\, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends\, at the time of the writing\, to support the nominees of the Republican Party in the future. \nParticipation by Loudoun County Republican voters in the June 2023 Democrat Primary is a one-time exception to the rule against participation in a nomination process of a party other than the Republican Party. \nAny voter who\, subsequent to making a statement of intent\, publicly supports a candidate in opposition to a Republican nominee is not qualified to participate as a member of the Republican Party of Virginia in its mass meetings\, party canvasses\, conventions\, or primaries for a period of four years. \nFiling Requirements for Committee Membership and Convention Delegate\nCandidates for Delegate to the 10th Congressional District Convention\, Delegate to the RPV Convention\, and/or membership to the Loudoun County Republican Committee must meet the above qualifications\, and shall file a fully executed official filing form available at www.LoudounGOP.com with appropriate fee(s): 1) through the electronic form and payment option at www.LoudounGOP.com\, 2) by U.S. Mail to the Scott Pio\, LCRC\, 45396 Hidden Acres Way\, Sterling\, VA 20165\, 386-290-4108\, or 3) by delivery to Scott Pio\, LCRC\, 45396 Hidden Acres Way\, Sterling\, VA 20165\, 386-290-4108\, not later than 5:00 pm local time on Sunday\, February 25th\, 2024.  \n For mailed forms\, postmarks shall not govern.  The filing form will include a Statement of Qualification that must be signed by the person indicating his/her intent to support all Republican nominees in the ensuing election. Postmarks shall not govern. \nOnly candidates who have properly filed by the stated date and time with the required fee shall be eligible for election. There shall be no nominations during the Canvass. In the event there shall be only one duly filed candidate for Chairman\, he or she shall be deemed elected by acclamation. \nBalloting \nAll persons wishing to participate in the LCRC Party Canvass to vote for LCRC Chairman must present themselves between 10:00 AM and 2:00 PM to check-in and vote. Those in line at the close of the Canvass shall be permitted to check-in\, but no one shall join the line after 2:00 PM. \nIn order to receive a ballot\, the voter must present a valid\, non-expired photo identification issued by the Commonwealth of Virginia\, one of its political subdivisions\, the United States government\, or a United States college or university. \nA statement of intent\, properly completed and signed by the voter or stated verbally\, must be provided at the time of Party Canvass check-in. No ballot will be given to any voter who has not signed and submitted this statement of intent or delivered the statement of intent verbally. \nNo absentee voting\, proxies\, or provisional ballots are permitted. \nNo registration fees are required for voting in this Party Canvass. \nVotes will be counted only for those candidates whose names appear on the official ballot. No write-in votes will be permitted. The Canvass will elect Chairman of the Loudoun County Republican Committee by majority vote. \nMilitary Members as Delegates \nMilitary Members (any members of the Virginia National Guard\, or the United States Armed Forces\, Merchant Marine\, or Coast Guard currently serving on active duty) who comply with these filing requirements shall not be required to be elected but shall be declared delegates to the 10th Congressional District Convention and RPV Convention pursuant to Article VIII\, Section H. of the Plan of Organization of the Republican Party of Virginia. \nMilitary Member delegates or alternate delegates that are unable to attend the 10th Congressional District Convention and/or RPV Convention in person due to obligations of their official military orders\, shall have their votes cast within their unit delegation according to candidate preference ballots.
