Call to Convention
As Chairman of the Republican Party of Virginia and pursuant to the Plan of Organiza<on (“Plan”) and as
recommended and directed by the State Central CommiBee, I, Rich Anderson, do hereby issue this Call
for the Republican Party of Virginia’s 2024 Quadrennial Conven<on (the “Conven<on”) to be held at the
Hampton Roads Conven<on Center on May 31 and June 1, 2024 for the following purposes:
• Selec<ng two Electors At-Large to be voted for in the presiden<al elec<on on November 5, 2024;
• Elec<ng a State Chairman;
• Nomina<ng a Na<onal CommiBeeman and Na<onal CommiBeewoman;
• and for the transac<on of such other business as may properly come before the Conven<on.
The Conven<on will open on May 31 at 2:30 pm for the elec<on of permanent Conven<on officers and
adop<on of rules. No other elec<on shall occur prior to 10:00 am on June 1.
I further direct the Execu<ve Director of the Republican Party of Virginia to publish this Official Call on
the Party’s website and via such other means as may be necessary, in accordance with Republican
Na<onal CommiBee Rules. I further direct the Congressional District Chairmen to call and make all
necessary arrangements for Congressional District Conven<ons for the purpose of selec<ng an Elector to
be voted for in the presiden<al elec<on on November 5, 2024; elec<ng a District Chairman; elec<ng
three members to the State Central CommiBee; and for the transac<on of such other business that may
properly come before the District Conven<on; and I further direct the Congressional District Chairmen to
issue the call for each District Conven<on to each unit chairman within the district no later than February
1, 2024, for District Conven<ons to be held no earlier than March 1, 2024, and no later than May 26,
2024, and to publish such call in accordance with the Republican Party of Virginia’s Plan of Organiza<on
Qualifica;ons for Par;cipa;on
All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race,
religion, na<onal origin or sex, who are in accord with the principles of the Republican Party, and who, if
requested, express in open mee<ng either orally or in wri<ng as may be required their intent to support
all of its nominees for public office in the ensuing elec<on may par<cipate as members of the Republican
Party of Virginia in its mass mee<ngs, party canvasses, conven<ons, or primaries encompassing their
respec<ve elec<on districts.
Composi;on of Conven;on
The Conven<on shall be composed of delegates and alternate delegates of the respec<ve units they
represent. Representa<on shall be based on the total number of Republican votes cast in each county
and city in the last gubernatorial and presiden<al elec<ons combined. Each unit delega<on’s vo<ng
strength shall equal one (1) Delegate Vote for each two hundred fiby (250) votes cast or major por<on
thereof for the Republican candidate in the most recent elec<ons for President and Governor. Each unit
shall be en<tled to at least one (1) Delegate Vote. Each unit’s maximum number of delegates is a number
five (5) <mes its respec<ve Delegate Vote. Each locality’s Delegate Vote is set forth below:

Elec;on and Selec;on of State Conven;on Delegates
The delegates and alternates shall be elected at county and city mass mee<ngs, canvasses, or
conven<ons called by each unit for the purpose of elec<ng delegates to their respec<ve Quadrennial
Congressional District Conven<ons. The elec<on of delegates and alternates to the state Conven<on
shall take place no earlier than February 5, 2024, and no later than April 15, 2024. The deadline for prefiling as a candidate for Conven<on delegate shall not be earlier than February 1, 2024.
Military Member Provisions
Any Military Member who is otherwise qualified under Ar<cle I to par<cipate in Republican Party ac<ons
and who complies with the procedures set forth in the Official Call of their Unit Mass Mee<ng,
Conven<on, or Party Canvass and who produce valid military iden<fica<on or other proof of ac<ve-duty
status shall be cer<fied as a delegate and shall not be required to be elected as a delegate. Delegates
cer<fied in this manner shall count towards each unit’s maximum number of delegates.
Military Member Delegates who are unable to aBend the conven<on in person due to obliga<ons of
their official military orders, shall have their votes cast within their unit delega<on according to
candidate preference ballots. Candidate preference ballots shall list the Military Member’s rank order
preference among candidates. Their votes shall be cast for the highest ranked choice candidate who
remains eligible to receive a vote in a par<cular round of vo<ng.
Candidate preference ballots shall be made available on the RPV website no later than May 11, 2024,
and must be returned to military-ballot@virginia.gop no later than May 28, 2024. The Chairman shall
cause the ballots received to be cer<fied to the creden<als commiBee to be tabulated with each unit’s
votes.
Registra;on Fee
Delegates shall pay a registra<on fee of forty-five (45) dollars.
Candidates for Offices Filled by the Conven;on
State Party Chairman, Na6onal Commi7eeman, and Na6onal Commi7eewoman
Candidates for State Chairman, Na<onal CommiBeeman and Na<onal CommiBeewoman must submit a
completed original version of the relevant filing form along with a check or proof of electronic payment
of a filing fee to the Republican Party of Virginia, to the Chairman via postal mail, or in person, to be
received no later than 5:00 PM January 15, 2024. Postmarks do not govern. The filing fee for State
Chairman is $6,000; the filing fee for Na<onal CommiBeeman and Na<onal CommiBeewoman is $3,000.
Elector
Candidates for Elector At-Large must submit a completed original version of the official filing form, along
with a check or proof of electronic payment of a $450 filing fee to the Republican Party of Virginia, to the
Chairman via postal mail to be received no later than 5:00 PM April 12, 2024. Postmarks do not govern.
Cer;fica;on of Delegates
Delegates and alternate delegates elected by each unit shall be cer<fied in accordance with the Plan.
Cer<fica<ons shall be made using a form to be posted on the RPV website, and must be delivered to the
Chairman or his designee no later than May 15, 2024, postmarked by mail, or May 17, 2024, if delivered
electronically or in person. Cer<fica<ons should be delivered as soon as possible aber the elec<on of
delegates or, in the case of a cancelled Mass Mee<ng, Party Canvass, or Conven<on, the declara<on of
their elec<on
