LCRC RESOLUTION 2024-01
Resolution to Remove Non-Citizens from Voter Rolls
Whereas in 2020 and 2021 former Governor Ralph Northam undermined the integrity of elections in the Commonwealth of Virginia by signing legislation that
- allowed absentee voting without cause (HB1 and SB111),
- unnecessarily extended the early voting period to unreasonable lengths (HB1 and SB111),
- eliminated voter photo ID requirements (HB19 and SB65),
- allowed for voter registration on election day (HB201),
- increased reliance on distribution of ballots through the US Mail (HB238 and SB455), and
- facilitated near automatic voter registration through the DMV (HB235 and SB219);
Whereas President Biden promoted the unlawful entry of more than 10 million illegal aliens into the United States by
- deliberately and purposefully terminating border wall construction funding,
- revoking the “Protecting the Nation from Foreign Terrorist Entry into the United States” Executive Order,
- signing an Executive Order reinstating the “Deferred Action for Childhood Arrivals” (DACA) program,
- weakening Immigration and Customs enforcement procedures that previously helped secure the federal border,
- temporarily suspending the “Remain in Mexico” policy to hasten the entry of illegal aliens into the United States,
- proposing an immigration bill which included a “pathway to citizenship” for millions of illegal aliens, and
- signing Executive Order 14019 requiring federal agencies to target voter registration initiatives in populations where citizenship status cannot be effectively tracked[1];
Whereas many senior Republican federal and state officials nationwide have pointed out grave risks to election integrity as a direct result of the Biden administration’s open border policies, including
- the Honorable Mike Johnson, US Speaker of the House, who observed that the Biden administration’s open border strategy appears to be designed with the explicit intention of converting illegal aliens into Democrat voters and
- the Honorable Congressman Chip Roy (TX) and the Honorable Senator Mike Lee (UT), who announced the need to pass the Safeguard American Voter Eligibility Act, which would ensure that only US citizens vote in federal elections by requiring proof of citizenship to register;
Whereas it was incumbent upon Governor Youngkin to prevent further deterioration of election integrity by vetoing numerous election-related bills passed on partisan lines by the Democrat-controlled General Assembly 2024 session, all of which would have made it easier to commit election fraud, more difficult to identify non-citizens on Virginia’s voter rolls, and would have reduced the ability of average citizens to raise voter eligibility concerns to local officials, such as
- removing identifying features used to distinguish between citizen and non-citizen state-issued driver permits and special ID cards (HB1454 and SB246),
- diluting the integrity of voter identification by adding additional “acceptable” voter identification (HB26),
- removing tools and deadlines for general registrars to maintain current and accurate Registered Voter Lists (HB904, SB196, and SB300),
- reducing the ability of average citizens to raise voter eligibility concerns to local officials (HB1534),
- prohibiting any reductions of locations, days, or times for early voting (HB623),
- prohibiting the placement of polling stations within a police station or sheriff’s office (HB942),
- forcing Virginia to rejoin the Electronic Registration Information Center (ERIC), an unaccountable, non-transparent third-party organization that fails to ensure voter roll accuracy as well as the security of personal identifiable information (HB1177 and SB606);
Whereas both federal and Commonwealth of Virginia legislation prohibit voting by non-citizens including
- requirement for an accurate Registered Voter List (RVL) as specified by the National Voter Registration Act (NVRA) of 1993, the Help America Vote Act (HAVA) of 2002, and the Code of Virginia,
- pronouncement of a criminal offense for a non-citizen voting in a federal election as specified by the Illegal Immigration Reform and Immigrant Responsibility Act of 1996,
- capability to utilize numerous systems to identify non-citizens on the RVL, including working with the SSA, U.S. Citizenship and Immigration Services (USCIS), and the capability to access DMV’s entire database down to the county level pursuant to § 24.2-427,
- requirement that the general registrar promptly cancel the registration of all persons known not to be United States citizens pursuant to § 24.2-427 based on Virginia DMV’s required monthly reporting to Virginia’s Department of Elections (VDOE) and local registrars pursuant to § 24.2-410.1 of all persons who have indicated non-citizen status by:
- o applying for Driver Privilege Cards (DPCs), thereby demonstrating lack of citizenship,
- o indicating non-citizen status during the electronic “Motor Voter” process or through a paper application, and
- o indicating through the American Association of Motor Vehicles Driver’s License Compact system to have obtained a driver’s license in another jurisdiction.
- § 24.2-410.1 that requires ELECT act on information received through the Systematic Alien Verification for Entitlements (SAVE) program, for which ELECT personnel have already been trained;
Whereas Virginia has evidence of both potential and actual voting by illegitimate voters, recognizing that
- as of May 2023, the VDOE has removed from Virginia’s RVL 1,481 registrations citing “non-citizen status,” including 800 voters with voting histories dating back to at least 2019[1] and
- between September 1, 2022, and August 16, 2023, 2,219 voters, having identified themselves as “non-citizens” during a DMV transaction, had their voting privileges canceled by ELECT through the DMV transaction process, leaving the question of how they were able to register to vote in the first place unanswered[2]; and
Whereas confidence in the integrity of our elections is of paramount importance in safeguarding democracy and securing the very existence of our republic; now, therefore, be it
Resolved, that the Loudoun County Republican Committee (LCRC):
1. calls on the Governor of the Commonwealth of Virginia and the State Board of Elections to direct Virginia Department of Elections (ELECT) to
- work with the Social Security Administration (SSA) and the Department of Motor Vehicles (DMV) to conduct a full audit of Virginia’s Registered Voter List (RVL) in order to identify non-citizens on Virginia’s voter rolls,
- use the Systematic Alien Verification for Entitlements (SAVE) Program, along with other tools available through the SSA and DMV to immediately identify and direct the removal of all non-citizens residing in the Commonwealth who are ineligible to vote from the RVL, and
- provide the audit findings to all Virginia registrar offices and Virginia’s Office of the Attorney General for their action, facilitating the removal of all identified non-citizens from the RVL;
2. calls on Virginia’s Office of the Attorney General to ensure strict enforcement of federal and state election laws which prevent the voting of non-citizens in Virginia’s elections and to ensure prosecution of those who violate or assist others to violate these laws;
3. calls on ELECT to revise the current process whereby individuals can be registered to vote through DMV’s system without sufficient citizenship verification;
4. publishes copies of this resolution by Public Notice and disseminate it to the Governor of the Commonwealth of Virginia, the Office of the Attorney General, the Virginia State Board of Elections, the Virginia Department of Elections for dissemination to all local electoral boards and General Registrars, the Loudoun

LCRC RESOLUTION 2023-07
AMEND VA CODE 24.2-626
Whereas the Code of Virginia and processes published by The Virginia Department of Elections contain provisions for use of paper ballots;
Whereas the process of hand tabulation of official paper ballots when localities choose not to use electronic voting systems is administered in accordance with the procedures prescribed by the Virginia State Board of Elections in “Virginia’s Guide to Hand-Counting Ballots” dated September 2021;
Whereas when the number of paper ballots to be counted has been verified, the official paper ballots are counted according to the “Code of Virginia §24.2-665. How paper ballots counted.”;
Resolved that the Loudoun County Republican Committee (LCRC) supports and adopts a resolution calling on the Commonwealth of Virginia General Assembly to amend VA §24.2-626, Section A, as follows:
§ 24.2-626. Governing bodies may acquire electronic voting systems.
A. The governing body of each county and city shall may provide for the use of electronic voting systems, of a kind approved by the State Board, at every precinct and for all elections held in the county, the city, or any part of the county or city.
Each county and city governing body shall has the responsibility for the purchase, lease, lease purchase, or otherwise acquire acquisition of such systems and may provide for the payment therefore in the manner it deems proper. Systems of different kinds may be adopted for use and be used in different precincts of the same county or city, or within a precinct or precincts in a county or city, subject to the approval of the State Board.
Further Resolved, that the Chairman of the LCRC may cause copies of this resolution to be published by Public Notice and to be disseminated to all members of the LCRC/United Republican Subcommittee, Department of Elections, Virginia State Board of Elections, and the Virginia General Assembly.
LCRC RESOLUTION 2023-06
WITHDRAW FROM ERIC
March 29, 2023
Whereas the Loudoun County Republican Committee’s mission includes promoting protection of the rights and privacy of each legally-registered voter in Virginia and the integrity of each legal vote;
Whereas the integrity of voter rolls is a fundamental component of said protection of voter rights such that accurate and up-to-date voter rolls are essential to prevent the dilution of each legal vote cast;
Whereas the Electronic Registration Information Center, Inc. (hereafter, ERIC) is a non-governmental, non-profit corporation organized and operating outside the Commonwealth of Virginia; the entity structure of ERIC provides no accountability to the public as to its actions, although the actions or non-actions of ERIC and its Board of Directors have the potential to profoundly impact each legally-registered voter’s vote cast;
Whereas membership in ERIC, obligates the Commonwealth of Virginia to share every registered voter’s personally identifiable information (PII) as well as PII from the Department of Motor Vehicles System including that of underage minors of which data are not shared in return by ERIC with member state and local election agencies and offices;
Whereas failure to supply such data every 60 days to ERIC and after a 30-day grace period results in automatic removal from ERIC membership but sharing ERIC-generated data returned to the states by ERIC to any entity outside of the elections office requires both a court order and the approval of ERIC before the data sought is shared;
Whereas recommendations of good faith reforms by a bipartisan group of ERIC member states, formed in 2022, that would improve oversight and governance, reduce participation from partisan ex-officio members of the Board, allow à la carte selection of member services from ERIC, and improve the security and protection of states’ citizens’ private information have not been acted upon by the Officers and Board of ERIC;
Whereas this lack of action has resulted in a loss of confidence and withdrawal from ERIC membership by six states since January 1, 2023, with the potential for additional withdrawals;
Whereas ERIC’s stated benefits include reducing state voter roll maintenance workload and improving voter roll accuracy, ERIC has imposed reporting requirements such that workload is increased while analysis of some member states’ voter rolls’ integrity show no or de minimus benefit;
Whereas the benefit of ERIC membership and its ability to achieve its stated mission continues to diminish with the withdrawal of membership of other states;
Whereas withdrawal from ERIC of those states adjacent to Virginia continues to degrade data integrity and increase inability to provide data directed at preventing cross-border voting; and
Whereas the members of the Loudoun County Republican Committee have lost confidence in ERIC’s ability to be an effective and accurate source of voter roll data for maintaining accurate and up-to-date Virginia voter rolls; therefore, be it
Resolved, that the Loudoun County Republican Committee
- supports withdrawal of the Commonwealth of Virginia from membership in the Electronic Registration Information Center; and
Further Resolved, that the Chairman of the Loudoun County Republican Committee
- shall cause copies of this resolution to be disseminated to all members of the Virginia State Board of Election, the Virginia Commissioner of Elections, the Virginia Secretary of Administration, Governor, Lieutenant Governor, and the Attorney General of Virginia.

OPPOSITION TO RANKED CHOICE VOTING
March 28, 2023
Whereas the Loudoun County Republican Committee (hereafter LCRC) is committed to supporting principles and practices that promote free, fair, and transparent elections in the County of Loudoun, the State of Virginia, and the United States of America;
Whereas the LCRC is in alignment with the resolution adopted by the Republican National Committee (hereafter RNC) opposing such said voting scheme known as Ranked Choice Voting and wishes to adopt and support the RNC resolution as contained herewith;
Whereas the mission of the Republican Party is to act as the party of liberty, the party of equality, the party of opportunity for all, the party of favoritism for none and to encourage and allow the broadest possible participation of all voters in Republican Party activities at all levels and to ensure that the Republican Party is open and accessible to all Americans;
Whereas America has operated on a well-understood and relatively uniform election system that has been implemented over two hundred years to support our constitutional republic;
Whereas the political parties in America have created the world’s largest representative forums for debate amongst thousands of factions of American citizens all across the nation;
Whereas traditional American primary and general elections ensure that voters who support one candidate, not a plurality of candidates, are heard clearly while ranked choice voting schemes open elections to “ballot exhaustion” or the disenfranchisement of voters who choose not to support multiple candidates who do not clearly represent their values;
Whereas the grassroots activists of the Republican Party have made it abundantly clear that they do not trust new election procedures, outcomes, and further complications of modern systems that sow additional distrust in elections, and we need to keep voting simple and secure;
Whereas educating voters on the confusing processes that vary by state has cost taxpayers tens of millions of dollars for educational efforts that have provided ineffective results;
Whereas states and communities where ranked choice voting has been tested have consistently decreased voter participation in those communities and in many cases the elections have resulted in more discarded votes than counted votes;
Whereas ranked choice voting often results in additional tabulation delays resulting in days or weeks of additional counting while depending exclusively on technology without traceable ballots to support determined winners; and
Whereas supporters of ranked choice voting seek to eliminate or disempower party primaries; therefore, be it
Resolved, that the Loudoun County Republican Committee
- supports and adopts the Resolution to Officially Oppose Ranked Choice Voting Across the County and particularly in Virginia as adopted by the RNC as set forth, and
Further Resolved, that the Chairman of the Loudoun County Republican Committee
- shall cause copies of this resolution to be disseminated to all Republican members of the Virginia General Assembly and all Republican candidates seeking Republican nomination in the General Assembly.

SUPPORT FOR SHERIFF MIKE CHAPMAN
March 3, 2023
The following resolution is offered in support of Sheriff Mike Chapman, who has led the Loudoun County Sheriff’s Office for the past 11 years and is seeking a fourth term this year.
WHEREAS Sheriff Mike Chapman presides over the largest and most successful full-service Sheriff’s Office in the Commonwealth of Virginia;
WHEREAS Sheriff Mike Chapman has been a loyal Republican, campaigning for Republican candidates for federal, state, and local office;
WHEREAS Sheriff Mike Chapman was recently named 2022 Sheriff of the Year by the National Sheriffs’ Association and was voted 2022 Favorite Public Servant by readers of both Loudoun Now and the Loudoun Times-Mirror;
WHEREAS Sheriff Mike Chapman’s leadership has resulted in a 47% reduction in serious crime in Loudoun County, exponentially better than reductions in every surrounding jurisdiction;
WHEREAS Sheriff Mike Chapman defeated efforts by Democrats on the Board of Supervisors to take over law enforcement, turn public safety into a social experiment, spend $300 million or more in taxpayer monies, and put our citizens at risk;
WHEREAS Sheriff Mike Chapman has protected our children in Loudoun County Public Schools through innovative education and safety programs and by maintaining an effective School Resource Officer program in every middle and high school, despite the opposition of Democrats along with bureaucrats in Loudoun County Public Schools central administration;
WHEREAS Sheriff Mike Chapman has refused to allow the militarization of local law enforcement and has reduced the use of SWAT deployments and tasers by tenfold, while at the same time making Loudoun one of the safest major counties in America; and
WHEREAS Sheriff Mike Chapman has consistently respected the U.S Constitution, our First Amendment right to free speech and assembly, and the duties of his office; now, therefore, be it
RESOLVED, that the Loudoun County Republican Committee thanks Sheriff Mike Chapman for his leadership and services, disavows any effort by current or prospective members to denigrate him or the Sheriff’s Office, and expresses our support for his re-election this year.

CENSURE OF LCPS CHAIRMAN, JEFF MORSE
March 3, 2023
Whereas on February 14, 2023, Mr. Jeffrey “Jeff” Morse i) voted against a motion to release a redacted and privacy-preserving version of an independent investigator’s report, ii) paid for with county funds, iii) that assessed the Loudoun County Public Schools (LCPS) Administration’s actions regarding two confirmed sexual assaults, iv) that occurred on separate days during school hours on school property, v) thereby failing to protect all other students, vi) by allowing the perpetrator to remain in two schools for multiple days, vii) despite the fact that on December 13, 2022, Mr. Morse publicly affirmed the compelling need for the report’s release;
Whereas as Chairman of the School Board, Mr. Morse had foreknowledge of criminality by the LCPS Administration regarding both the existence and truthfulness of public communications related to the ongoing events, yet he and Vice Chairman Ian Serotkin jointly published the following false statement on December 5, 2022, further exacerbating public distrust in the School Board: “We are pleased that the Special Grand Jury’s extensive investigation found no evidence of criminal conduct on the part of anyone within LCPS, and not a single indictment was filed as a result of this lengthy process;”
Whereas on January 17, 2022, Mr. Morse acted in defiance of newly-elected Republican Governor Youngkin’s Executive Order 02 when he voted in favor of extending the COVID-19 mask-wearing mandate, thereby overriding parents’ exclusive Constitutional right to make decisions in the best interest of their children; and
Whereas on June 24, 2019, Mr. Morse sought and received the endorsement of the Loudoun County Republican Committee (LCRC) for his Dulles District candidacy for Loudoun County School Board; now, therefore, be it
Resolved, effective immediately, the Loudoun County Republican Committee hereby formally censures and rescinds all endorsements of Mr. Morse. Such rescission includes immediate removal of all public statements of support towards Mr. Morse by the LCRC and prohibits Mr. Morse from any future verbal or written communications, statements, or affirmations of Republican support by Mr. Morse.
Be it proclaimed, that the LCRC is a staunch advocate for the rights and protections of all children, regardless of race, religion, national origin, or sex, and that parents have the exclusive Constitutional right to raise their children as they see fit, including attending the schools of their choice. Student and parental rights are preeminent over those of all government institutions. Complementing the rights of students and parents, the LCRC is an advocate for teacher job safety and their partnership with parents.
Be it ordered, that a copy of this resolution be mailed to Mr. Morse at LCPS and the address listed on his Friends of Jeff Morse candidate campaign committee’s Statement of Organization, and all mentions of Mr. Morse on the LCRC’s public-facing website be removed and archived with this notice of censure.

SCHOOL CHOICE
February, 2023
Whereas the Loudoun County Republican Committee adopted the Educational Excellence and Freedom Resolution on October 25, 2021,
Whereas we still believe parents are the first and primary educators of their children, and they are not morally or legally obligated to co-parent with the government;
Whereas every single child in Virginia deserves a quality education in a safe environment of their parents’ choosing, whether that is in public schools or alternative options;
Whereas we believe that fully-funded School Choice should be accessible to all Virginia students without government strings attached,
Now, therefore, be it Resolved that the Loudoun County Republican Committee supports House Bill 1396 – Education Savings Account Program established; Education Improvement Scholarships Tax Credits as it is currently introduced, and
Resolved, that the Chairman of the Loudoun County Republican Committee shall cause copies of this resolution to be disseminated to all Republican members of the Virginia General Assembly.
LCRC RESOLUTION NO. 2023-01
ELECTION OF RNC CHAIR
January 17, 2023
TAKING INTO CONSIDERATION THAT the election of the Republican National Committee (RNC) chair will occur on January 27, 2023; and
RECOGNIZING that Ronna Romney McDaniel (Ms. McDaniel) has chaired the Republican National Committee (RNC) since January 2017 and plans to run for re-election on January 27, 2023; and
NOTING WITH GREAT CONCERN THAT inasmuch as the RNC is responsible for supporting and electing Republican candidates to federal office, under Ms. McDaniel’s leadership:
- RNC lost the House of Representatives in 2018;
- RNC lost the White House and the Senate in 2020;
- RNC failed to retake the Senate in 2022, and barely recaptured a majority in the House of Representatives;
- Mismanaged RNC finances, in which Ms. McDaniel authorized the expenditure of millions of dollars on private jets, hotels, limousines, flowers, alcohol, clothing and questionable “office expenses”;
- Promoted mail-in voting, counter to RNC policy; and
- Failed in messaging, television ads and election integrity.
WHEREAS, the Loudoun County Republican Committee (LCRC) of Virginia is a grassroots organization located in Loudoun County, Virginia where its members contribute by taking responsibility and action to promote the Republican Party and its candidates, both locally and nationally; and
WHEREAS, LCRC has lost faith in Ms. McDaniel’s leadership and determined that change in control is imperative for the good of the Republican Party, as outlined by Rep. Lee Zeldin (R-NY):
“Change is desperately needed, and there are many leaders…. ready to step up to ensure our party retools and transforms as critical elections fast approach, namely the 2024 Presidential and Congressional races.”
WHEREAS, several Republican leaders have announced their interest in chairing the RNC to bring a fresh perspective and vision to the job including Ms. Harmeet Dhillon – a conservative lawyer in California who believes that the RNC leadership needs to be “radically reshaped”; and My Pillow CEO Mike Lindell – a nationally recognized conservative activist critical of Ms. McDaniels; and
WHEREAS, Virginia has three voting members on the RNC – Chairman Richard L. Anderson, National Committeeman Morton Blackwell and National Committeewoman Patricia Bast Lyman; and
REAFFIRMING the LCRC’s commitment to energize the RNC locally and nationally;
NOW, THEREFORE, BE IT RESOLVED that the LCRC has no confidence in the leadership of Chairperson McDaniel and believes she must be replaced as RNC Chair; and
BE IT RESOLVED that the LCRC recommends the Virginia delegation put forward the names of either Ms. Harmeet Dhillon or Mr. Mike Lindell as the new RNC Chairperson;
BE IT RESOLVED that the LCRC urges Chairman Anderson, Mr. Blackwell and Ms. Lyman to heed the profound dissatisfaction by the LCRC with the current RNC leadership and vote for a new Chairperson when the RNC meets on January 27, 2023, to elect a Chair.
